It depends on the urban classification of the plot and the municipal planning. In Catalonia, non-developable land (SNU) only allows residential use in specific cases: rehabilitable farmhouses, buildings linked to agricultural or forestry activity, and uses foreseen in the local POUM plan. Since a modular home is legally a dwelling, it follows the same rules as any traditional house.
